In the late 19th century, the British ruled Hong Kong, but the waters weredominated by pirates. The Coast Guard is reluctant to receive money to fight these pirates, but the pirates themselves have many contacts (e.g. with corrupt officials) within the government and attempt to thwart the Coast Guard's efforts to eliminate them. One of the Coast Guard officers is Dragon Ma, who is determined not to be fooled by his beloved Coast Guard.
