Two Hong Kong police officers are sent to Tokyo to arrest a former police officer who has stolen a large sum of money from diamonds. After one is captured by a gang of ninjas protecting a criminal cop, the other calls on his gang of former orphans, the 'Lucky Five', to help him. They don't like it but they do it.
