Billy Wong is a New York police officer whose colleague was shot during a robbery. While working security at an art fair, Billy and his new partner Danny Garoni, a rich girl named Laura Shapiro, are kidnapped. The authorities suspect that Laura's father may have ties to Mr. Ko, a Hong Kong drug lord, so the New York Police Commissioner sends two officers to Hong Kong to investigate. After arriving in Hong Kong, the couple did not cause any problems for Mr. Ko or the local authorities.
