A few years after the events of A Better Tomorrow, Sung Tse Ho (Ti Lung) and his brother Tse Kit (Leslie Cheung) are undercover police officers collecting evidence of Lung's (Dean Century) counterfeiting activities. In fact, Lung's assistant, Ko Ying Pui, is the one running the counterfeiting operation, and he wants to kill Lung to take control of the company. The two brothers rescue Lung and escort him to New York to be picked up by Ken (Chow Yun Fat), an ex-assassin living a quiet life in America. Later, Ken decides to help Lung return to Hong Kong. Furthermore, Ken, Ho and Kit are determined to capture Ko even at the cost of losing his life.
