Ryoko Itakura is a government tax agent who just got a big promotion. His first mission is to capture the trafficker Hideki Gondo. He has a difficult task because in Japan tax evasion is an art and Gondo is actually Rembrandt. Her work is complicated by a growing sympathy for the bandit and political pressure for her to leave.
