Martial arts hero Steven Seagal developed, wrote, co-produced, choreographed and debuted this exciting crime film with more attitude and intrigue than its star had on set. Seagal plays Nico Toscani, an Italian immigrant, American patriot, former CIA agent, aikido specialist and unorthodox Chicago police officer. He is as dedicated to his work as to his personal brand of justice: expert and meticulous in the reduction of bones. When the FBI orders his team to ignore the mysterious shipment of military explosives they seized from a notorious drug dealer, Nico continues his investigation. With the help of his partner Jax (Pam Grier), he dissects a tangled web of Catholic priests, illegal immigrants and trained assassins to uncover a drug cartel run directly by the CIA by an officer named Zagon Henry Silva. Nico remembers this man from his days working for the CIA in Vietnam, when Zagon used the agency (and the war) as a cover to smuggle opium. At that time,Nico was too tall to stop him, but he won't let Zagon abuse his position to stay safe from prosecution again, especially now that the officer is out to kill a United States senator. Zagon may be above most people's laws, but he's certainly not above Nico's.
