Eastwood plays police officer Harry Callahan, who is puzzled by a series of murders involving major Bay Area criminals. Note that all deaths were caused by the same weapon, a .357 Magnum. This is a weapon commonly used by members of the S.F. is used.P.D. meaning the murder was committed by a police officer. Eastwood wants to investigate the death himself, but his bossHolbrook dismisses him from the case. There is a shootout at the training center and Eastwood lets the young police officer Soul win.In an earlierscene, he saw Soul and three others, Urich, Niven and Matheson, practicing at the shooting range and became suspicious of them. Later, Holbrook asks Eastwood for a ride with him, and as they are on the way, Holbrook points a gun at Eastwood and tells him that he, too, is part of the effort to keep the city clean. Eastwood suddenly brakes and Holbrook's head is thrown against the dashboard. He pushes the boss out of the car and finds that the newbies are following him.
