In 1941, the Japanese disagreed with the United States on many issues and attempted to resolve them through their embassy in Washington. If this diplomacy fails, the military is developing plans for a surprise airstrike early Sunday morning on the US base at Pearl Harbor. U.S. intelligence suppresses Japanese diplomatic embassies, but few senior officials are willing to believe an attack is likely, let alone where or how it might take place.
