In the 1930s, Tomania came under the control of the dictator Adenoid Hynkel, who dreamed of world domination. In the Jewish quarter of the capital there lives a hairdresser who looks so much like Hynkel that he could be his twin. During World War I, the barber saved the life of a military pilot named Schultz, who became a commander. Schultz returns the favor to the barber by protecting the neighborhood where he lives from anti-Semites. However, when Schultz is arrested for being too friendly towardsJews, both men are sent to a concentration camp.The two men later escape and the hairdresser is mistaken for Hynkel. He takes the opportunity to give a radio speech in place of the dictator.
